It is founded in 1930 as the Tula Mechanical Institute in Tula, Tula Oblast, Russia. By the decision of the Russian Federation's Ministry of Science, Higher Education, and Technical Policy, it was renamed Tula State Technical University in 1992. Finally, by decree of the Russian Federation's State Committee for Higher Education, Tula State Technical University was renamed Tula State University in 1995. It is one of Russia's finest institutions and is highly renowned in the region as a center of science, education, and culture. It is ranked among Russia's top twenty classical universities.

It is Central Russia's largest public university. TulSU's campus spans 150 acres and houses two faculties, 12 institutes, and 73 departments where teaching and research are conducted. It has seen enormous development over the previous three decades, and it now offers courses in a wide range of disciplines such as medical science, humanitarian aid, socioeconomics, and the natural sciences. It provides hostel accommodations to students who need them, and facilities are assigned on a first-come, first-served basis.
